Fork Parker is a potentially fictional character made by Devolver Digital that originally appeared as a character in a Serious Sam HD promotional video. Later on, he requested being added to their press releases, usually expressing his joy over the idea of making money and what he can do with it. Eventually, Devolver Digital set up a Twitter account for him, which gives people a much deeper look into Fork Parker.
In it, he muses about various nerdy things and why they were totally awesome or dumb. He also discusses how much money he has made off of games and what he plans to do with it (such as create a woman-only kickboxing club that also pulls off heists). Finally, he will occasionally slam competitors, such as Gears of War, because they have mechanics such as using cover often.
Currently, Fork Parker is the star of the “Pitch Fork Parker” contest, where indie video game developers can pitch their game concepts to Devolver Digital and see if they will fund the indie developer's project. He has a really cool logo for it, so it's obvious it's worth submitting a concept to for indie developers.
Fork Parker alternates between two looks: The first being a more true to life avatar of himself - a white guy with a very large bald spot on the middle of his head and a medium-sized mustache. This is his current Twitter account avatar. His second one, seen in Serious Sam 3: BFE is as a bald white guy in a suit with an irritated expression on his face. He shaved his head for Serious Sam 3: BFE so he could look more menacing.
Fork Parker has made four appearances in the Serious Sam series so far, though most of them are cameos.

In Serious Sam: The Random Encounter, Fork Parker appears as a scientist. Sam talks to at the very start of the game before Sam heads into the Time-Lock. He instructs Sam about what he should do and how to move around.
Serious Sam 3: BFEEdit
In Serious Sam 3: BFE, Fork Parker is one of the many characters available to the player in multiplayer mode. His normal model was available only to those that pre-ordered, while a version of him with a golden suit is available to those that have purchased the Deluxe Edition.
The Talos Principle Edit
In The Talos Principle Fork Parker appears in a secret room behind the pink church door of World C-2. He sits at a desk, throws around a pile of money exclaiming "Money! I'm rich!"
Fork Parker has made his own trailer for Serious Sam 3: BFE, where he shows off some elements the official trailer totally forgot to mention, like the sick nasty violence in the game, topless bird women, really cool effects effects like rewinding a video so that gibbed enemies come back together (which is really sweet), inserting Serious Sam: The Second Encounter footage on accident, and very briefly slipping in a man dressed as a woman, who he thinks is hot as hell.
